Haryana Skill Employment Corporation recruitment process will be like this:-
Haryana Kaushal Rojgar Nigam Recruitment Process and Rules: Haryana Kaushal Rojgar Nigam has been formed to hire temporary employees under outsourcing in the departments, boards, corporations and authorities of Haryana Government. There is a ban on hiring temporary employees through agencies in the old manner. For this, Skill Employment Corporation has been formed. Now the corporation itself will select the outsourcing employees. For this, the state government has prepared an outsourcing policy. This policy has been named Deployment of Contractual Persons Policy 2022. These appointments will not be considered as outsourcing, rather they will be considered as contractual deployment.
Now the next process is going on, after that it will be notified. Under this policy, for appointing new employees, employees have been divided into 4 levels according to their qualifications. Under this, the employees who are released will get only the wages declared by the corporation (new DC rate). Employees who are engaged under outsourcing policies one and two may suffer losses, because as soon as this policy is notified, their old contract with the agency will expire on completion of the period, and there will be no new contract.
Data of old employees will be imported on the portal of Skill Employment Corporation. If the existing employees engaged under Outsourcing Policy Part 1 and 2 are getting more than the declared wages of the Corporation, then their wages may be reduced if hired through the Corporation. There is a provision in the policy that they will get the Corporation rates.
Candidate’s role:-
A person appointed in any department or institution on behalf of the corporation will have to follow all the conditions of the corporation and the department. On completion of the fixed period of appointment, the engaged person will be automatically relieved. If its period is not extended by the concerned department. If his period is not extended then he will be considered as a new candidate for the request received from the department.On expiry of the engagement period, the appointee will not be eligible for any kind of continuation or any other benefit.
Qualification and conditions of candidates for appointment:-
HKRN Job Roll:-
Candidates can be appointed as per the job roll list notified from time to time by the General Administration Department in the Government.
Age:-
Under this policy, the minimum age for engagement on a job role will be 18 years but there will be no upper limit. The maximum age limit for Level 1 job role in any institute or department will be 60 years and for remaining level job role it will be 58 years provided there is good health and fitness. However, the maximum age limit will not be applicable while appointing a retired employee provided there is medical fitness.
Qualification and Experience:-
The educational qualification required for the job role will be decided. Experience can be made necessary for the job role.
Role of Corporation:-
The Corporation will appoint manpower on contract basis for a maximum of 1 year at a time as per the requirement of the concerned department. The process of appointment will circulate as per the decision taken by the Board of Directors of the Corporation. The Corporation will recommend the name of the eligible candidate to the concerned departments and institutions as per the merit list.
These will be the conditions for the candidate selected under HKRN:-
1- Before recommending the name of any candidate, the Corporation shall seek the consent of the candidate through an SMS or email to consider the name of the candidate for posting in a requisitioning organization. If a candidate does not respond within the stipulated period, he/she will be considered as not ready to be considered for deployment against the job role offered to him/her.
2- In case there is no response regarding his consent in respect of the first offer of posting, the concerned candidate will be debarred for a period of 1 month and in case of non-response of his consent to the second offer of posting, for a period of 2 months. Will be removed from the list. Finally, in case there is no response regarding consent for the third time, the candidate will be debarred from his/her posting through the Corporation for a period of 6 months.
3- The posting offer letter (DOL) will include details of the period of posting and remuneration. Remuneration will include fixed salary, EPF/ES/any other compulsory fund/cess and service charges. Persons deployed under this policy will be entitled to the amount prescribed by the Government from time to time, subject to contribution towards any other EPF/ESI/Compulsory Fund/Cess.However, the ex-servicemen deployed under this policy who are covered under the Ex-Servicemen Contributory Health Scheme notified by the Government of India will be excluded from the ESI scheme.
4- The rate of service charge will be at the rate of 2% of the corporation salary. After the issue of deployment offer letter, if the candidate does not report within a period of 15 days from the date of issue of the letter, or no intimation is received, his/her candidature will be canceled and the new manpower will be removed from the merit rank list. will be given. Apart from this, in case of no response from the second son of posting, candidature will be canceled for a period of 6 months.In case no response is received on the third letter of posting, the candidature will be canceled permanently.
5- 10% eligible candidates will also be recommended by the Corporation as waiting list candidates along with each requisition letter. The Corporation will also have the right to deploy 10 posts on compassionate grounds under special orders of the Chief Minister under emergency circumstances.
6- The Corporation may provide preference to persons currently working, or having experience, already appointed on contract under Outsourcing Policy Part I or II or otherwise, and may also deploy them, or on satisfactory record in the same institution. May allow retention on the same or similar job role.
The department will do this work:-
1- The concerned department will be competent to take disciplinary administrative action by giving a show cause notice to any employee found dereliction of duty or to remove him after giving a show cause notice before the completion of the period of posting.
2- The department will do the performance appraisal and monthly attendance of the appointed employees through the portal. The departments will ensure timely payment of wages to the manpower so appointed. If the wages of the deployed manpower are not paid within the due date 7th of every month, the Corporation will be free to withdraw the deployed manpower. And the department will be free to impose fine at the rate of ₹ 50 per deployed manpower per day.
3- Persons posted under this policy will be entitled to avail the benefit of 1 day casual leave and 1 day medical leave during every calendar month. There will be a maximum of 10 days of casual leave and 10 days of medical leave during a calendar year. Female employees will also be entitled to maternity leave as admissible under the Maternity Benefit Act 1961.
4- In case of death of the deployed person due to any reason during the period of contract, the family of the deceased person will be entitled to compassionate financial assistance of Rs.3 lakh or as prescribed by the Government from time to time. This responsibility will be borne by the concerned department.
5- The concerned department will also pay a piece of salary and service charge (which includes EPF/ESI or any other labor welfare fund) to the Skill Employment Corporation in lieu of the manpower deployed.
This will be the process for employees engaged in outsourcing policy part 1:-
1- Under Outsourcing Policy Part 1, the data of Parivar Pehchan Patra Portal (PPP) of those employees whose performance is found satisfactory or above satisfactory by the concerned departmental institution, will be ported to the database of Haryana Skill Employment Corporation.
2- The existing contract agreements with private service providers will not be extended or renewed by CBI Bhagya Sansthan.
3- After the expiry of the current contract period, a fresh request will be sent to the Corporation after prior approval of the concerned Administrative Secretary.
4- Efforts will be made by the Corporation to place the existing person through the service provider under the Outsourcing Policy Part 1 on the request post sent by the concerned department of the Employment Corporation or on a similar job role as per the terms of the policy on the recommendation of the concerned department. Effort will be made.
This will be the process for employees engaged in outsourcing policy part 2:-
1- The data of Parivar Pehchan Patra portal of the employees placed under Outsourcing Policy 2, whose performance in the concerned departmental institution is satisfactory or above satisfactory, will be ported to the database of Haryana Skill Employment Corporation.
2- Those posts already approved by the Finance Department in fixed wage higher than the pay scale or corporation wage rate, the concerned department or institution will convert those posts into contractual job roles, and will classify them in the appropriate level at the corporation wage rate.
3- After the approval of the concerned Administrative Secretary, the Finance Department will send a request to the concerned department to the Skill Employment Corporation for the posts for the period approved by the Finance Department. Along with this, letter of acceptance and letter of changed posts will also be sent.
4- Efforts will be made to engage the already engaged person or persons on the same contractual job role. If he is found eligible under the terms of the policy, and the department or institution recommends.
